
This project aims to enhance safety and improve mobility along Hillside Terrace from the I-35 frontage road to FM 2001and along Old Goforth Road from Hillside Terrace to Green Meadows Lane. Both roadways currently have one lane in each direction with deteriorating pavement. Improvements are needed to keep traffic flowing safely and efficiently as Hays County continues to grow, and development in the area increases.
Roadway design was completed in 2026. This project will complete right-of-way (ROW) acquisition, utility coordination, and construction.
COST: $35M



IMPROVEMENTS
Hillside Terrace from I-35 to FM 2001:

Widen the roadway to one lane in each direction, separated by a center turn lane from the I-35 frontage road to Old Goforth Road

Widen the roadway to two lanes in each direction, separated by a center-turn lane from Old Goforth Road to FM 2001

Add bike lanes to both sides of the roadway

Improve intersections at the I-35 frontage road and FM 2001 in coordination with TxDOT
Old Goforth Road from Hillside Terrace to Green Meadows:

Increase travel lanes to 11 feet

Add a center-turn lane

Add a bike lane to the east side of the roadway
