
Hays County is planning improvements to enhance safety, improve mobility, and increase traffic capacity along Windy Hill Road. The roadway currently has one lane in each direction with no shoulders or turn lanes.
Preliminary design was completed in 2020. The County is now advancing the project through detailed design, right-of-way (ROW) acquisition, and utility coordination. Construction is not currently funded.

Additional ROW may be needed to expand the roadway. As design progresses, the county will begin coordinating with property owners.
PREVIOUS ENGAGEMENT MATERIALS
Previous phases of the project and public engagement included an interim three-lane roadway design (one-lane in each direction with a center-turn lane) with a phased approach to eventually widen the roadway to five lanes (two lanes in each direction with a center turn lane) as traffic demands increase and funding becomes available. Due to significant growth and new residential developments around Windy Hill, the County is moving forward with the five-lane configuration to accommodate this continued growth and minimize disruptions to the community for multiple construction projects.
